The Renewable Energy Alliance (REA), announced the release of their first policy paper, which addresses the issue of fuel source disclosure in competitive electric markets, entitled: "Disclosure: A Vital Tool For Consumers". This paper outlines REA's principles on disclosure, and can be used by policy makers as a guide to implement meaningful rules for disclosure in their respective states.

The REA argues for a simple, standardized requirement for disclosing basic information about electricity products. "Disclosure is an important element of a competitive marketplace," explained Jeff Brown, Director of Government Affairs for Enron Corp., and a board member of the REA. "Customers are beginning to be able to choose whom they buy their power from. A number of consumers want to know how electricity is generated and the impact of that generation on the environment," Brown said.

Fuels used to generate electricity can have significant impacts on the environment. As electricity markets open to competition, consumers will be able to choose among many energy suppliers. For consumers concerned with the fuel source characteristics of electricity, and their environmental impact, disclosure can be a vital tool to compare energy products before choosing a supplier.

Well-crafted disclosure rules can provide an enormous benefit to the emerging marketplace. However, if disclosure rules are cumbersome, costly, or written in a manner that discriminates against renewable resources, disclosure policies will hinder the creation of a competitive electric industry.
